Membership in Scouting America is for a period of one year, and each year we go through a process to renew the membership of not only the unit (Pack, Troop, Crew or Post) with the Chartered Organization, but also each youth member and adult leader.

Pennsylvania Act 15 Background Clearance List

  1. Locate your unit and review all registered adults for PA Background Compliance.
  2. Definitions:
    1. Attribute Columns:  Read left (most recent date) to right (later dates).
    2. Attribute Expires:  Clearances expire 5 years from attribute date listed. Example: secure date of 12/1/2018 expires on 12/1/2023.
    3. PA State Police Record:  State of PA criminal history clearance.
    4. PA DHS Clearance:  Department of Human Services child abuse clearance.
    5. PA – FBI Fingerprint:  National fingerprint data base clearance.
    6. PA Disclosure Statement:  Waiver for volunteers who have resided in the Commonwealth of PA for the past 10 years, can submit the Disclosure Statement for Volunteers in lieu of the fingerprint based FBI clearance.
    7. PA – Other:  Overall waiver for PA mandated Clearances.
  3. When one of the clearances expire – THEY ARE ALL NOW EXPIRED.  New clearances need to be secured by the individual and turned in with Charter Paperwork.  
  4. Click below to find and review your adult unit leaders.  Work with your District Director/Executive if needed.

Completing the Online Charter

  1. Log into my.scouting.org and ensure the current Key 3 leaders are correct.  This is essential and must be done as soon as possible since changes at this step can delay the subsequent steps. If you Institution Head or Charter location is changing, contact your District Director or Executive before proceeding.
  2. Check on your roster that all youth and adults you expect to continue into the next year are currently registered with the unit. Verify that the YPT and Act 15 background checks are currently up to date.
  3. If you have all mandatory positions filled, you will be able to proceed with your unit renewal process.  This will cost $100 plus your e-check ($1) or credit card fee (3%).  You may pay at Council if you prefer.
  4. If you are renewing members and paying for them, you will need to complete that process as well.  This is done from the Roster option and choose the people to renew and follow the payment process – same payment options available.
    1. Scout Life will automatically be checked – turn it off if do not want to subscribe.
    2. You are responsible for collecting payment for those who you renew, if they are not paid for by the unit.
    3. A unit’s renewal application cannot be approved by the National Service Center until all steps are complete.

The Key 3 leaders will receive an email for a final digital approval signature. This must be completed in order to finalize the Charter Renewal, please print and bring a copy of the this charter renewal with you to rechartering day.

To ensure timely process of your Charter Renewal, be sure your CURRENT key leadership (including the COR and IH) have established their my.scouting accounts and are ready to make approvals of new members and the charter renewal application. This message is only being sent to the unit Key 3 and COR Designee listed in my.scouting for the unit.
